Hilde Caroli Casavola (Italy, 1974) – Full Professor of Public and Administrative Law at the University of Molise, Law Department (as "Associato" since 2005). Jean Monnet Fellow at the Center for International and Comparative Law of the University of Michigan Law School (Ann Arbour, Michigan, USA, 2005-2006). Visiting Professor at the Juristische Fakultät, Universität Ruprecht Karls Heidelberg (Erasmus Plus Program, September 2017).
She is currently scientific coordinator of the Research Group of the University of Molise working at the FinPA Project "Public Administration in the Sign of Finance: How the Public Financial Rules Shape the National and EU Administrative Systems", a research of national interest founded by the Italian Ministery for University and Research in 2022 (CUP H53D23003170006). She has been P.I. of the research "Migrants and inclusive communities: rights, citizenship practices and risk prevention", financed by the Italian Miniistery of Education (FISR founding, 2017-19).
Previously Research Associate and then Junior Professor of Administrative Law at the University of Rome “La Sapienza” (2001-2004). Law degree cum laude (Faculty of Law, University of Rome “La Sapienza”, 1998), titled as lawyer (national exams passed on 2001), Ph.D. in Organization and functioning of public administration (Public Law Institute, Doctoral thesis on “The principles of equality and justice in the distribution of public benefits”, defended on July 2003, University of Rome “La Sapienza”). She made classic studies at the secondary school, selected to participate to the Certamen Ciceronianum Arpinas, in Arpino (1992). She has been exchange student at the Catholic University of Leuven (Belgium, 1995) within the EU Erasmus Program (with scholarship) and followed courses on European law topics, such as European Competition Law, International Business Law, Human Rights, Constitutional Law of E.U.). She got the scholarship for Thesis Research Abroad of the University of Rome “La Sapienza” and was visiting scholar at the London School of Economic and Political Sciences (LSE, 1998). After the degree in Law, she got the Administrative Sciences Study Award financed by Olivetti (1998) and the scholarship funded by the University of Naples “Federico II” and the Italian Institute of Philosophical studies of Naples (1999). She has been visiting researcher at the Max Planck Institut für Ausländisches öffentliches Recht und Völkerrecht di Heidelberg (at regular time since 2008). She got the Diplome of the Academy of European Public Law, University of Capodistrian, Athens (Greece, September 2000 – 1° October 2001). She taught at the University of La Sapienza (Rome) and in several other Italian Universities as the Libera Università internazionale degli studi sociali-Luiss Guido Carli (Rome), the University of Urbino and the University of L’Aquila. She took part and coordinated researches for private and public institutions (including the Authority for the Guarantees in the Communications-Agcom, the Consorzio sulle metodologie e le innovazioni nella pubblica amministrazione – M.i.p.a. and Wind s.p.a.). She has been lecturer for the Scuola Superiore della Pubblica Amministrazione, theScuola Superiore dell’Amministrazione dell’Internoand the Scuola Nazionale dell’Amministrazione. She was the Scientific Coordinator of the Operational Unit of University of Molise within the Project of Relevant National Interest (P.r.i.n. 2007-2009, co-financed by the Minister for Education, University and Scientific Research) on “The Relationship between European Administrative Law and Global Administrative Law”.

She is referee for the Program for the Evaluation of the Quality of Scientific Products (2004-2010), launched by the Ministery of Education, University and Scientific Research and for the Galileo Program launched by the Italo-Franch University of Turin. She is currently referee for the scientific periodicals “Giornale di diritto amministrativo”(edited by Ipsoa, Milan) and “Rivista trimestrale di diritto pubblico”(edited by Giuffrè, Milan).
