Francesco Raffaello De Martino graduated summa cum laude from the Law School of the University of Naples - Federico II - disserting a thesis in Constitutional Law with Professor Michele Scudiero with the following title:”The Maastricht Treaty and Italian Constitution”.
He was admitted to the Ph.D. in Public Law at the University of Naples on June 20th, 1995.
Since 1995 he has been a research fellow of Constitutional Law at the Law Schools of the University of Naples, the University of Cassino and the Second University of Naples.
Between 1996 and 2001 he was a teaching fellow of Constitutional Law at the Law Schools of the University of Naples, University of Cassino, University "Suor Orsola Benincasa" in Naples and the University of Molise.
Between 1997 and 1998 he thought at the Formez institute the following classes: “The Municipality: the major, the council, and the board”; “the relationships among local governmental bodies”; “the relationships with the taxpayers: the rights and services. The relationship between government and people: from welfare state to welfare community”.
He gained a Ph.D. in Constitutional Law from the University of Naples on April 26th, 1999, disserting a thesis with the following title: “The process of creation of the regional laws”.
Between September and November 1999 he thought at the Superior School of Public Administration in Caserta the following class: "The Administrative Devolution: State, Regional and Local Offices after the Legislative Decree 112/98".
On October 20th, 2000 he was appointed research professor in Constitutional Law at the University of Molise.
From 2001 to 2006 he was a teaching assistant of Constitutional Law and Constitutional Justice, received students and organized lectures and practical activities at the Legal Professions School of the Law School of the University of Naples - Federico II.
Since 2001 he teaches Constitutional Law at the Law School of the University of Molise.
From academic year 2005/2006 is a member of the College of Teachers, also performing functions of tutors, the PhD in "The protection of fundamental rights in the jurisprudence of the national Constitutional Courts and High Courts of Europe", in operation since 2005 at the University of Cassino.
Since 2005/2006 he is aggregate professor, in accordance with Article 11 of Law 4 November 2005, n. 230.
Since 2006 he teaches Constitutional Justice at the Legal Professions School of the University of Molise.
Since the academic year 2006/2007 until the academic year 2010/2011 he was professor of Constitutional Law at the Political Science School of the University of Naples - Federico II.
He has participated in several scientific research programs of national interest (PRIN) in the years 2002, 2004, 2006, 2011.
In 2007 he was a member of the Competition Commission to the post of university researchers, IUS08-constitutional law, sponsored by the University of Naples "Federico II".
Currently conducts research on "Aspects of the Constitutional living will."
